Impressionism, like here, debilitated the tonal system, this is the dominance of the classical tonal center. Aesthetically, this is very different from Mozart's music, where one can can always tell where the scales are going, the sort of an harmonic progression from the tonic to the seventh chord or so and back to the tonal center. Here all sorts of suspended chords and exotic scales keep one, so to speak, waiting for the composer's next move.
